The error indicates that one or more of the required steps is incomplete.

Before an account can be unlinked from an organization, add the following information to the account you want to remove:

*   Provide a valid payment method.
*   Verify the account by phone.
*   Choose an [AWS Support plan](https://aws.amazon.com/premiumsupport/compare-plans/) for the account.

Remove the account with one of the following procedures:

*   [Leave an organization from your member account](https://docs.aws.amazon.com/organizations/latest/userguide/orgs_manage_accounts_leave-as-member.html).
*   [Removing a member account from your organization](https://docs.aws.amazon.com/organizations/latest/userguide/orgs_manage_accounts_remove.html#orgs_manage_accounts_remove-from-master).
