Cannot connect a billing account to my space

When I try to connect a billing account, the message below appears.

I have already connected the space to my AWS Account. And my AWS Account has already been set up for payment.

Also, the billing tier of the space is set to 'none' instead of 'free', and it cannot be changed to 'free' tier. Enter image description here
