how to use use multiple usage plans for the same API ?

is it possible to link multiple usage plan , I did some research and came across this link https://github.com/awslabs/aws-api-gateway-developer-portal/issues/253

is it still an issue or can multiple usage plans be linked to a single API , such that i can have different usage plans for different users?

I was not able to reproduce the issue reported on the Github link that you shared. Were you able to? It was reported in 2019, so must have been fixed by now.

Yes the idea of API Keys and Usage Plans is that you should be able to apply different throttling limits and quotas for different customers on the same API.
