arm64 lambda in ap-southeast-4

To my knowledge, arm64 architecture for AWS Lambda functions in the ap-southeast-4 region is not supported.

I'm not very sure about the ETA for its availability in the region. kindly check the latest status on the AWS service health dashboard: https://status.aws.amazon.com/ or the AWS Lambda documentation for updates.
