The user you are using will need a policy attached that can do the backup. Depending on how you are preforming the backup the policy and the actions needed are different.

If you are doing a snapshot of your EC2 attached EBS, have a look at the following documentation: https://docs.aws.amazon.com/ebs/latest/userguide/snapshot-archiving-iam.html
