Prosody % not recognized?

This line of text works in a batch line for CLI
--text "<speak><prosody rate='slow'>

but this one doesn't
--text "<speak><prosody rate='85%'>

is there a way to use prosody rate with a % for CLI in Windows?

"%" is a special character in Windows CLI. To escape it, please try "%%" for a literal percent sign.
