Yes, "scheduled invocations" in the context of Amazon EventBridge Scheduler refer to the number of times your scheduler triggers an event. Each time the scheduler runs and invokes a target, such as a Lambda function, it's counted as one invocation. The free tier covers up to 14 million of these scheduled invocations each month.
