Amazon Nova models returning "ValidationException: Operation not allowed"

Amazon Nova models stopped working in my account.

Both Bedrock Playground and CLI return:

ValidationException: Operation not allowed

Region: us-east-1 Model: amazon.nova-pro-v1:0 Inference profile: us.amazon.nova-pro-v1:0

This was working 3 days ago and now fails for all Nova models including nova-micro.

Model is ACTIVE and inference profile is ACTIVE.
