why is an Amazon Stuck "upgrading" RDS Postgresql 10.23 -> 14.7 ?
How long has it been stuck?
More information would be helpful. Have you looked in the Postgres logs or CloudTrail? Can you post the logs here? Why do you know it is stuck vs. just taking a long time to do the upgrade?
