Note that you need to have the new experience slide set to on. This took me forever to figure out.

Currently TLS v1.3 is only supported with NLB and not ALB.
Please note AWS does not publicize the roadmap items, I would suggest to keep an eye on https://aws.amazon.com/about-aws/whats-new, then filter by 'Networking and Content Delivery' and choose 'Elastic Load Balancing (ELB)', also check the Networking Blog page for any new feature announcements.
It is likely there is already a feature request for this; if you have an Account manager you can request to add your influence.

For a network load balancer you can use TLS1.3 https://aws.amazon.com/about-aws/whats-new/2021/10/aws-network-load-balancer-supports-tls-1-3/
ALBs do not support 1.3 yet according to my understanding. The supported policies can be seen here: https://docs.aws.amazon.com/elasticloadbalancing/latest/application/create-https-listener.html#tls-security-policies
