Max concurrent percentage=100 does not translate to Maximum concurrent accounts=100

I have a CodePipeline CloudFormation Stack Set stage that sets "Max concurrent percentage" to 100. However, when it executes, it creates a CloudFormation Stack Set with option "Maximum concurrent accounts" set to (Number) 1, whereas I was expecting it to be set to (Percentage) 100. Is that a bug with the service or I'm doing something wrong?
