If I have a question about using scratchpad to create affiliate images/links, where do I ask?

Hello, I'm trying to figure out where is the best place to ask my question about the 429 error I keep getting. I've tried calling the 800 number on the Amazon affiliate support page. That led me to regular Amazon.com support. They did transfer me to a department that has something to do with the affiliate program, but they, too, said they weren't the right ones to ask. I've tried asking via chat on that same affiliate support page. They say they don't help with developer support (though I am not a developer and haven't coded anything--I'm just trying to spit out a single image/link from scratchpad to add to articles on my website). I've tried asking in here, but it doesn't sound like this is the right place either.

I'm unclear on how AWS relates to the API. Are the API developer tools within the AWS cloud ecosystem? And anything to do with the API (including scratchpad assistance) must take place after signing into AWS as opposed to the affiliate website?

Definitely not trying to bug anyone, but I'm legitimately lost since the error is actually the real error (I'm not issuing too many requests). I'm a one-person business, and I'm accessing scratchpad only once and I'm past the 72 hour window. I'm a month into this quest to spit out a single image from scratchpad.

Yesterday Flavio mentioned that there's a way to get on screenshare with a rep, and I'm guessing that would likely help resolve this error because they'd see in real time what is happening. I'm just not clear which support folks to ask and where.
