AWS Cloudwatch: ec2tagger: Unable to describe ec2 tags for initial retrieval: RequestError: send request failed caused by: Post "https://ec2.ap-southeast-1.amazonaws.com/": dial tcp

Hi, I am running my ec2 on windows 2019. I have installed the CWAgent and the service is running. However, the cloudwatch console is unable to capture the metrics (logical disk % free space and memory %), even though i have listed it in the config file.

From the OS logs, I can see this error: ec2tagger: Unable to describe ec2 tags for initial retrieval: RequestError: send request failed caused by: Post "https://ec2.ap-southeast-1.amazonaws.com/": connecte: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

I have tried to run tnc monitoring.ap-southeast-1.amazonaws.com -port 443 and the connection is true.

Any tips on how to resolve the error?
