Also, could you please share the screen that is not currently displayed?
It's also possible that you're looking at the wrong place.

I can however see it in any Asia-Pacific region ->
This is awfully strange as the Cape Town region allows me to access this via JSON.

I have confirmed that it is not possible to change from the UI in the Cape Town Region in my environment.
Feedback on the UI can be given from "Feedback" at the bottom left of the screen.
