AWS User moved from US to AU, has USD-AUD & service fee question regarding fee surcharge scaling

As an AWS User, I permanently moved from the United States to Australia. My Bill is approximately $26.00 USD, which is $38.00 AUD. For the purposes of this question, we assume this exchange this exact rate is precise and have no questions regarding it. The Bill also has an AWS Service Fee surcharge for $0.01 USD, which is assumed to be $0.01 AUD.

Will this AWS Service Fee surcharge ever not be $0.01 AUD? Does this charge scale or will it always, 100% or the time, be $0.01 AUD?

Side note: can you tell I’ve used Jira a lot?
