I am an Amazon employee and I am being asked to pay to register to use tools like Amazon Lex etc

When signing up for an AWS account, there is no specific fee just to register or create an account.   7. Selecting an AWS Support plan
  8. Completing the sign-up

Once your account is activated (which can take a few minutes but sometimes up to 24 hours), you'll have access to all AWS services including Amazon Lex.

If you're creating an account as an Amazon employee, you should check with your IT department or manager about the proper procedure, as there may be specific corporate accounts or internal processes for Amazon employees to access AWS services for work purposes.
