carbon footprint tool

I am creating a user to access carbon footprint tool reports and the described policy does not appear:

sustainability:GetCarbonFootprintSummary

From the documentation:

Hi, the `sustainability:GetCarbonFootprintSummary` permission is available in IAM. See below screenshot.

Please check if you have sufficient IAM access to view all available policies.

Thanks for the quick reply
I have created a new account in aws. I go to IAM to list the policies and it still doesn't show up in the new account.
