I think it's probably the number of domains you can hold in your AWS account.
By default, you should be able to hold up to 20 domains, but in rare cases AWS may set a lower number than what is shown in your quota.

I think it would be a good idea to apply for a quota from the URL below.
https://console.aws.amazon.com/servicequotas/home?region=us-east-1#!/services/route53/quotas
In this case, the problem is on the AWS account side, so I think it would be a good idea to open a case with AWS Support under "Account and billing" and check the details of the required quota.

That is exactly what I was looking for! I've put in a request to increase the limit to a higher value than the current 20. Thank you!
