problems while deleting account, IAM user lost permissions

We hahe (had) access via an IAM-user with Admin rights. While cleaning up the account in preperation to removal something happens, so that the user has almost no rights now. I cannot even send a support request. :-/

I need help to gain access to the root account to delete the account completely. Any help is appreciated.
