problems while deleting account, IAM user lost permissions

Question

We hahe (had) access via an IAM-user with Admin rights. While cleaning up the account in preperation to removal something happens, so that the user has almost no rights now. I cannot even send a support request. :-/

I need help to gain access to the root account to delete the account completely. Any help is appreciated.

Can I sign in to my AWS account as a root user using the steps in the document below?  
Use your email address to sign in.

If you have forgotten your password, please try to recover it by following the steps in the document below.
