Route 53 domain transfer to another account stuck on "In progress" for 2 weeks!

I tried to transfer a domain to another AWS account but the status has not changed from "In Progress". It has been two weeks since I created the transfer. Both account's request shows but has not moved from in progress. I tried canceling the request 24 hours ago but it still says "In Progress". I have transferred other domains and everything moved quickly. Is it possible I did something wrong that locked the request? How can I resolve this or try again?
