I am unable to link my AWS account to AWS cloud institute

AWS cloud institute sent me an enrollment email and I have not been able to link my AWS account for payment purposes. It asks me to sign in as root user but at every attempt it says "Root user account is needed for linking You need to sign in as root user to link your AWS account"

I am able to sign in directly into my AWS account using through the same root user but when i attempt to link it to AWS cloud institute, it is never successful. I need help pls.! linking to my AWS account
