WAF AWSManagedRulesATPRuleSet paramter VolumetricIpHigh tuning

I'm testing WAF AWSManagedRulesATPRuleSet rule https://docs.aws.amazon.com/waf/latest/developerguide/waf-atp-rg-using.html

It works, but I cannot tune any specific parameters like VolumetricIpHigh https://docs.aws.amazon.com/waf/latest/developerguide/aws-managed-rule-groups-atp.html

As per my observations, any login failure get blocked after 20 failed attempts, but after ~20min this blocking is resolved and suspicious IP can attack again.

Question: Is it possible to tune timeout for blocked IP in WAF managed rule AWSManagedRulesATPRuleSet for paramter VolumetricIpHigh
