If you wish to scale on Tomcat memory usage specifically you'll need to extract that metric specifically and send it to CloudWatch metric.s

You'll need to look at the Tomcat documentation to figure out how to extract the appropriate metric. Once you've done that you can create a custom CloudWatch metric: https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/publishingMetrics.html
