Lambda functions called inside Step Functions have the same constraints as Lambda functions called any other way. If you are running into the 250MB package limit I would suggest to look at the new Lambda container image support where you can use containers up to 10GB in size.

you could attach layers in your lambda to avoid packaging large dependencies. https://docs.aws.amazon.com/lambda/latest/dg/configuration-layers.html
