ec2 ubuntu would not completely start. "Instance reachability check failed"

Question

my t3.micro have been runing fine. Now I stopped and restarted today, it only passed one of 2 status check. Tried "reboot", and retried "stop and start", same issue. The system log indicates no error, and the last line is: "Ubuntu 22.04.1 LTS ip-172-30-1-84 ttyS0".
