Cannot upgrade RDS PostgreSQL 9.5 to 12.5

Question

As we are forced to upgrade PostgreSQL 9.5 to 12.5, I have activated the maintenance upgrade which has started to work and also took the instance down for a while. After finishing it change status to Available however PostgreSQL version was still 9.5. There's no way for seeing what went wrong.

What should we do now?

I would say, starting point would be to check your RDS Events and may be logs as well. Before any upgrade, there is a PreUpgrade checks that happen and may be, those checks have failed for some reason which you can find in RDS Events of that instance.
