HIPAA Compliant Quickstart Error - Delivery Channel and Recorder Failed

Hi there.

I'm attempting to import the Quickstart in CloudFormation but getting the following error message... "stack was not successfully created: The following resource(s) failed to create: [AWSConfigDeliveryChannel, AWSConfigConfigurationRecorder]."

• I followed the steps in this video to Create my Delivery Channel.
• I created a custom Role in IAM with the AWS_ConfigRole policy plus has a Customer Inline policy to allow s3:PutObject, full control to store the logs in S3.
• My Config Recorder is running.

I'm not sure what I'm missing to satisfy the error.

Can anyone help with this? Thanks!
