How do you add duplicate tags for serverless resources?

I'd like to add a tag multiple times to a resource but it isn't possible to do it via the console. Is there another way to do this?

I'd like to have a key of "app" and the value would be the app that uses the resource. Some of the resources are shared so I would like to use multiple "app" keys. For EKS we just add the different upstream apps as a value to the app key:

podLabels:
  app: App1
  app: App2
  app: App5
  app: App7
  environment: dev

This allows ServiceNow to add this resource as a child ci of the "app".

Is there a way from the terminal or a config file that I can do this for serverless resources?
