ProductionAccessNotGranted occurred when test Custome Verification Template

Hi,  
I'm working with SES in my Sandbox (no production).  
I create a custom verification template but for test when i run the follow command on CLI  
  
**>aws ses send-custom-verification-email --email-address testemail@email.com --template-name MailVerficationTemplate**  
  
than this error occurred:  
_An error occurred (ProductionAccessNotGranted) when calling the SendCustomVerificationEmail operation: Production access not granted. Please request production access prior to sending custom verification emails_  
  
How to send custom verification mail from sandbox? if is possible...

So my account has production access enabled, but I still cannot send custom verification emails and still get the "Production access not granted. Please request production access prior to sending custom verification emails" error.  I actually created a brand new template, verified that I am using the correct region in the call and still get the same error....
